"Creation of that type of character is currently throttled" means the game won't make that particular character right now. It isn't a ban, and it isn't a problem with your account. Blizzard hasn't explained the message, so how long it lasts and what triggers it are unknown. Players report it in a launch-day thread with more than 60 replies, on both factions and several races and classes.
Throttled or faction lock
These are two different messages:
| Message | What it is |
|---|---|
| "This faction is currently unavailable on this ruleset due to population imbalance" | Blizzard's faction balance system on the PvP rulesets |
| "Creation of that type of character is currently throttled" | A limit on that kind of character for now, with no official explanation |
Some players say the throttled message changed into the faction lock message after they restarted, so you may run into both.
What players say helped
Unverified. These come from players on Blizzard's forums. We haven't been able to test them, and they may stop working:
- Waiting. Some players got through after 45 minutes to a few hours, without changing anything.
- Trying another race or class, then coming back to the one you wanted later.
- Making a character on another ruleset, logging in and out, then going back. One player says this let them create a Horde character on PvP afterwards, and another player confirmed it. We can't tell whether it was the trick or just timing.
- Restarting the client rather than pressing Create over and over.
What we don't know
- Whether it's tied to a race, a class, a faction or all three. Reports point every way.
- Whether Blizzard will change it. We found no staff reply on it when we checked on 5 November.
If you're stuck and your friends are waiting, the Normal ruleset has no faction lock. Other launch problems are on known issues and hotfixes.
