Blizzard names it in the Horde chain for Onyxia's Lair and hasn't published its level, layout or bosses for Forever. One detail already differs from Classic: Blizzard's post sends Horde players into Lower Blackrock Spire for Warchief Rend Blackhand, who was in Upper in Classic.

What Blizzard has said

Location: Blackrock Mountain (Eastern Kingdoms).
The Horde Onyxia attunement goes through it twice: “Warlord's Command”, then “For the Horde!”, which sends you for the head of Warchief Rend Blackhand.

Before you go

Horde: “Blood and Thunder” from Warlord Goretooth in Kargath (Badlands) leads to “Warlord's Command”, the first trip in.
Then report to Eitrigg and Thrall in Orgrimmar. “For the Horde!” sends you back in, so don't sell quest items in between.
Alliance players have no reason to go for the attunement, per Blizzard's chain, though loot and other quests are unknown.

Tank	Blizzard hasn't published this version, so run it as you would any unknown high-level dungeon: pull one pack, watch what it does, then choose your pace. Know which quest target your group is there for.
Healer	Keep a reserve for the first pull of each new enemy type. Blizzard's only stated requirement here is the quest, so check whether your group needs a full clear or just Rend.
DPS	Hit the marked target and hold area damage until the tank has the pack. If you need Rend's head, make sure every quest holder is in the group when he dies.
